As we observe the risk environment in which we currently operate and that we can see emerging in terms of future problems, David Rubens suggests it’s reasonable to ask whether the models and theories of risk management that have been developed in the ‘modern’ (ie since the end of World War II) are able to describe the risks and threats we now face and support the fashioning of range of appropriate tools designed to respond to them.
